overview
referee

in december 2016, pssi , league operator planned use foreign referees 2017 competition. use of foreign referee intended improve quality of competition. however, 2 weeks before league starts, plan cancelled.

after wide criticism, protest , dissatisfaction towards local referees during first round of season, pssi revisited idea. on 18 july 2017, pssi , league operator officially announced use of foreign referees , assistant referees in select matches second round. there 2 sets of officials (consisted of 1 referee , 2 assistant referees), each coming australia, kyrgyzstan, iran, , japan.

player regulation

league operator introduced several new regulations, such requiring clubs contract minimum of 5 u-23 local players 3 of them having play starting lineup minimum of 45 minutes in match, restricting clubs have more 2 players older 35 years old, , increasing maximum number of substitutions 5 each team in match.

on 30 july 2017, in preparation 2017 southeast asian games, regulations concerning under-23 players suspended. later on 31 august 2017, pssi decided extend suspension of regulations concerning under-23 players until end of season.

substitution rule

fifa approved 5 substitution rule on 12 april 2017. however, 2 additional substitutions (in addition of 3 substitutions, in accordance fifa laws of game) allowed u-23 players.
