the governor appointed president term of 5 years. executive , legislative powers lie chief minister , council of ministers, appointed governor. governors of states , territories of india have similar powers , functions @ state level of president of india @ union level. indian citizens above 35 years of age eligible appointment. governors discharge constitutional functions such appointment of chief minister, sending reports president failure of constitutional machinery in state, or respect issues relating assent bill passed legislature, exercise or own opinion.

council of ministers

the council of ministers, answers legislative assembly, has members appointed governor; appointments receive input chief minister. collectively responsible legislative assembly of state. generally, winning party , chief minister chooses ministers list , submit list governor s approval.

administrative divisions

kerala state has been divided 14 districts,21 revenue divisions,14 district panchayats, 75 taluks, 152 cd blocks, 1453 revenue villages, 978 gram panchayats, 5 corporations , 60 municipalities. business of state government transacted through various secretariat departments based on rules of business. each department consists of secretary government, official head of department , such other under secretaries, junior secretaries, officers , staffs subordinate him/her. chief secretary superintending control on whole secretariat , staff attached ministers.

the department further divided sections, each of under charge of section officer. apart these sections, dealing subjects allotted them, there other offices sections, assigned specific duties. when there more 1 secretary in department, there shall clear separation of work.
