the town of monroe contains 2 other villages, monroe , harriman. kiryas joel s boundaries come close neighboring towns of blooming grove , woodbury.


residents of these communities , local orange county politicians view village encroaching on them. due rapid population growth occurring in kiryas joel, resulting entirely high birth rates of hasidic population, village government has undertaken various annexation efforts expand area, dismay of majority of residents of surrounding communities. many of these area residents see expansion of high-density residential, commercial village threat quality of life in surrounding suburban communities due suburban sprawl. other concerns of surrounding communities impact on local aquifers , projected increased volume of sewage reaching county’s sewerage treatment plants, near capacity 2005.


on august 11, 2006, residents of woodbury voted 3-to-1 margin incorporate of town village constrain further annexation. kiryas joel has vigorously opposed such moves in court, , woodbury residents concerned adding layer of taxation without improved defense against annexations.


in march 2007, village of kiryas joel sued county stop selling off million gallons (3,780 m³) of excess capacity @ sewage plant in harriman. 2 years prior, county had sued village stop plans tap new york city s catskill aqueduct, arguing village s environmental review project had inadequately addressed concerns additional wastewater generate. village appealing ruling sided county.


in action, kiryas joel accuses county of inconsistently claiming limited capacity in suit when selling million gallons 3 communities outside sewer district.


in 2017 village proposed settle lawsuit on additional annexations had proposed petitioning county legislature allow become county s 21st town. named palm tree, after english translation of teitelbaum s name. in return village dropping request annex 507 acres (205 ha), united monroe , preserve hudson valley, plaintiffs, agreed withdraw appeal of decision allowing annexation of 164-acre (66 ha) parcel. new town prohibited filing annexation proposals or encouraging creation of new villages 10 years. two-thirds of county legislature must approve creation of new town, , vote of monroe residents may required. referendum passed on november 7,2017.
