the legislature comprises governor , legislative assembly, highest political organ in state. governor has power summon assembly or close same. members of legislative assembly directly elected, once in every 5 years eligible voters above 18 years of age. current assembly consists of 140 elected members , 1 member nominated governor anglo-indian community. elected members select 1 of own members chairman called speaker. speaker assisted deputy speaker elected members. conduct of meeting in house responsibility of speaker.


the main function of assembly pass laws , rules. every bill passed house has approved governor before becomes applicable.


the normal term of legislative assembly 5 years date appointed first meeting. while proclamation of state of emergency in operation, said period extended parliament laws period not exceeding 1 year @ time.
