ny 440 begins @ new york–new jersey state line, mid-span on outerbridge crossing on arthur kill in richmond valley neighborhood of staten island. four-lane bridge crosses east through richmond valley , on arthur kill road.

after entering staten island, ny 440 passes through toll barrier eastbound traffic entering city. following toll barrier ramp page avenue, eastbound exit 1.

in westbound direction, ramp arthur kill road exit 1.

after page avenue, ny 440 enters partial cloverleaf interchange richmond parkway (also called korean war veterans parkway) , nearby park , ride. @ exit 2 in pleasant plains, ny 440 exits right-of-way entered on, becomes richmond parkway, while ny 440 proceeds north on west shore expressway.

the west shore expressway continues north four-lane expressway, entering exit 3, ramp woodrow road going northbound. crossing rossville, expressway enters exit 3 southbound, connecting bloomingdale road, , parallels section of arthur kill. crossing north of south shore golf course, west shore enters exit 4, interchange huguenot avenue. entering community of fresh kills, ny 440 crosses through site of former fresh kills landfill near exit 5, connects arden avenue going southbound. bending northward once again, expressway crosses on fresh kills main creek , enters william t. davis wildlife refuge. in travis neighborhood. here, west shore enters exit 7, service road interchange victory boulevard (former ny 439a).

running along northern end of travis, west shore expressway parallels nearby railroad tracks before entering exit 8, ramp south avenue , bloomfield. bit further north, expressway enters exit 9 northbound, single ramp glen street. north of glen street, west shore expressway enters semi-directional t interchange staten island expressway (i-278). @ interchange, ny 440 , i-278 become concurrent short distance on staten island expressway, four-lane expressway along northern tier of staten island. along stretch, ny 440 , i-278 meet richmond avenue @ exit 7. east, expressway enters exit 9, serves junction willowbrook expressway (also called dr. martin luther king, jr. expressway).

ny 440 turns off i-278 onto willowbrook expressway (dr. martin luther king, jr. expressway) north of junction victory boulevard. expressway crosses north through staten island, entering exit 12, junction forest avenue (former ny 439). crossing through graniteville, ny 440 enters exit 13, connects walker street in port richmond. north of exit 13, ny 440 passes through electronic toll collection gantry westbound traffic, slopes onto abutments of bayonne bridge, condensing 4 lanes. short distance north, expressway crosses state line new jersey, continuing north nj 440 , county route 501 city of bayonne.
