latvia proclaimed independence on 18 november 1918, , issued first stamps on 18 december. design depiction of country s coat of arms. unusually, since paper in short supply, first printings on backs of leftover german military maps; 1919, paper ruled lines in use.


latvia issued variety of definitive , commemorative stamps through 1920s , 1930s. definitives used variations on design featuring arms, surmounted 3 stars, representing vidzeme, courland, , latgale.
